“Why is MP refusing to talk about Bill C-10?”

Who does Conservative MP Dave Batters work for? I was under the impression that it is supposed to be the constituents of Palliser, but from recent experience it is clear that is not the case.
Apparently, Batters has spoken Nationally in support of Bill C-10 but would not attend a public forum in his own riding hosted by ACTRA. An NDP and Liberal member showed up, but Batters did not respond to e-mails, phone calls, or even an invitation made personally at a public event.
Michael Burns, ACTRA rep for Saskatchewan wrote -
We are particularly disturbed that a member of Parliament will make public statements in Ottawa, but will not stand up in his own riding to discuss his position with the voters. Why is Batters afraid to speak to his own constituents about legislation that, if adopted, could seriously harm their ability to make a living? Why won't he even return our calls?
It is one thing for an MP to take a point of view contrary to that of many of his constituents. It is another matter when he refuses to listen to their concerns entirely. By refusing to discuss this important issue in his own riding, Batters is failing the hundreds of film and television professionals in his constituency.
Well, Mr. Burns, that’s because very, very few CONs actually represent their constituents or take into consideration their welfare. Speaking notes and ideology come from Fatso on Ottawa, so don’t expect your MP to actually support his constituents’ wishes.
